
There has been a strategic change to the structure of council portfolios.
City council gave final approval on Monday to a change to more specifically define the role of Council portfolio chair positions in relation to the City’s administration.
The proposed Portfolio Chairs By-law:
-establishes 12 positions as “Co-Chairs” with two assigned to each of 6 “Portfolios” that align with the City’s 5 Departments: Community Services, Finance and Corporate Support Services, Infrastructure, Planning and Growth Management, Legislative Services and Municipal Operations (section 6);
-defines the roles of a Portfolio Chair (section 8);
-delegates to a Portfolio Chair the authority to establish advisory committees (section 9); and
-outlines Members’ responsibilities in relation to third party communications, their relationships to municipal administration and dealing with confidential information (sections 10-13).
Council also endorsed rescinding the current Council portfolio appointments.
The new portfolios and associated portfolio chairs would be:
-Finance and Corporate Support Services Portfolio: Councillor Andrew Beamer and Councillor Dave Haacke
Legislative Services Portfolio: Councillor Matt Crowley and Councillor Joy Lachica
-Municipal Operations Portfolio: Councillor Gary Baldwin and Councillor Don Vassiliadis
-Infrastructure, Planning and Growth Management Portfolio: Councillor Kevin Duguay and Councillor Joy Lachica
-Community Services (Recreation and Parks, Fire Services, and Arenas) Portfolio: Councillor Lesley Parnell and Councillor Gary Baldwin
-Community Services (Arts and Culture, Social Services (Housing and Homelessness), Library Services) Portfolio: Councillor Keith Riel and Councillor Alex Bierk
